Ford,Toyota, GM, and other major automakers are said to be producing “fake” electric cars in order to comply with California’s tough zero-emission vehicles standard.
The last few years have seen electric vehicles (EVs) slowly picking up steam in the automotive industry. While the electric vehicle can trace its roots to the very dawn of the automobile, modern day EVs are just now starting to see widespread production. Trouble is, not all EVs scheduled to come out are “real.”
According to a recent evaluation by Green Car Reports, a number of automakers have developed and been developing battery electric vehicles that are meant solely for the purpose of complying with California regulations regarding zero-emission vehicles (ZEVs), which require automakers to sell a certain percentage of ZEVs in the state.
These “compliance” electric vehicles, GRC asserts,must meet a certain criteria in order to be considered so. These included being produced in much limited or lower volume than other EVs currently on the market, offered only through leasing, and selling less than 5,000 units a year or failing to teach global sales minimum of 20,000. A new state rebate program for electric vehicle charging stations could inspire businesses and others to rev up their commitment to battery-operated cars.
The Illinois Department of Commerce and Economic Opportunity (DCEO) recently launched an EV Charging Station Rebate Program that will give cash back to anyone in the state who installs them by June 15 this year.
So far, six rebate applications have been submitted, according to a DCEO spokesman.
Some consider the reluctant embrace of electric vehicles to be a chicken-or-egg dilemma: What needs to come first, consumers and businesses buying the cars, or the infrastructure that would let them recharge these vehicles with ease?
“A lot of companies that have been on the fence from a cost perspective will now be able to reduce a great portion of the cost, and that will get them to the finish line,” says Brian Levin, vice president at Carbon Day Automotive, a Chicago-based startup that’s the Midwest distributor of electric car charging stations manufactured by Coulomb Technologies of Campbell, Calif. “We think this (rebate program) will set the tone that it’s okay to buy an electric vehicle because more charging stations will be available.” More...

E. PG&E EV Rates
PG&E offers special rates to encourage EV market development and electricity use during nighttime, off-peak hours when the utility has surplus distribution capacity. EV charging is a natural
match for time-of-use rates since most EV users—in both residences and fleets—find that the
most convenient (and sometimes the only) time to charge their vehicle is overnight.
There are two options available to homeowners seeking to use TOU rates. First, the entire
house—including the EVSE—can be metered under the special EV rates (see below). An alternative is to meter the EVSE separately from the rest of the house. To accommodate this, a second
meter panel or a special dual-meter adapter is required. The adapter may not work in all residential installations. In such cases, the customer may have to pay a licensed electrician to install a
second meter conforming to local jurisdiction or utility requirements. When the customer has the
meter installed, requirements for city permits and inspections apply (see section on local regulations).
PG&E’s rate schedule E9 is based on time-of-use and season. Residential customers have the

USA: Today the CPUC and NRG released the finalized settlement of the decade-old legal battle over the 2000-1 California Energy Crisis, revealing details of the planned electric car charging station network to be built in California.

?In March NRG and the State of California announced a deal that both settles a decade-long legal wrangle stemming from the 2000-1 energy crisis, and also makes a bold move to create a huge network of electric car charging stations in California. Today NRG followed up by releasing the actual settlement filed by the CPUC with the Federal Energy Regulatory Commission (FERC) for approval. The details of the proposed EV charging network we published earlier were based on a preliminary document provided by NRG, and today we have available the finalized agreement (published on the CPUC website).
