Hearings set for transportation plan, communities strategy

Santa Barbara County Association of Governments (SBCAG) will host a pair of meetings this week to review its proposed Regional Transportation Plan and Sustainable Communities Strategy and the draft environmental impact report that goes with it.

The plan and strategy provides a 30-year look at Santa Barbara County’s forecasted transportation needs, expected state funding and projects that if constructed could meet those needs. This year, through requirements of Senate Bill 375, a regional land-use strategy that shows how each jurisdiction in the county will meet projected population increases must be part of the plan.

SB 375, the Sustainable Communities and Climate Protection Act of 2008, requires the Air Resources Board to develop regional greenhouse gas emission reduction targets, which include local housing and transportation plans. The aim of the transportation plan and communities strategy is to help the state reach its AB 32 goals of reducing greenhouse gas emissions.

The county’s RTP-SCS addresses several transportation, housing and work-force issues in the county that lead to greenhouse gas emissions.

Two SBCAG committees will hold meetings to review the RTP-SCS prior to SBCAG’s public hearing

Aug. 15 to consider adoption of the plan and strategy.

The North County Subregional Planning Committee and South Coast Subregional Planning Committee will both meet on Wednesday.
